    Pengaruh Sumber Daya Organisasi Rumah Sakit terhadap Kinerja Surveilans Epidemiologi dalam Pelaporan Demam Berdarah Dengue di Rumah Sakit Umum Kota Medan Tahun 2006

    Abstract
    DHF is still a community health problem in Medan; it is shown by the increasing number of insidences and mortality rate. Case reporting from hospitals as epidemiological surveillance of DHF, plays a big role in tackling it; however it has not been done well. This activity is related to the hospital's resources including manpower (their knowledge, skill, motivation), budget, medium and job procedures. The objective of this research is to analize the effect of those resources on the performance of epidemiological surveillance in the reporting of DHF by hospitals. This research is an explanatory survey and covers 27 government and private general hospitals in Medan which took care DHF patients in 2005. There are 54 respondents, covering managers and report staffs as research samples. Data was collected by doing interviews based on questionaires; it was analized with multiple linier regression. The result of this research shows that none of the hospitals has an epidemiological suveillance unit and 70,4% of staff have double functions in their job. The report procedures and report forms are not socialized well. Feed back, punishment and rewards have not yet given been too. 51,8% of reporting staff of medical records, 26% of administration and 22,2% of nursing staff. Education level in D4/D3 37%, SMU 26%, SPK 22,2% clan S1 Epiderniologi 7,4%. There are 74% of reporting staff never been trained. The percentage of the reporting staff with good knowledge is 54,6%, with good skill is 60,5% and with good motivation is 67,9%. The percentage of hospital with a good budget is 66,7%, with good medium is 57,4%, with good job procedures is 53,1% and with good report is 63,9%. Statistical calculations show that knowledge of report staff (Xl ), their skill (X2) and their motivation (X3) has a significant effect on the performance of epidemiological surveillance in the reporting of DHF (Y); while budget (X4), medium (X5) and job procedures (X6) do not have any significant effect. The regression formula is: Y = -1,174 + 0,472 Xl + 0,678 X2 + 0,475 X3. To help optimise preventive and eradicative measures against DHF in Medan, every general hospital should carry out better epidemiological surveilance using specialy trained staff and can be aided the performance of epidemiological surveillance in the reporting of DHF by hospitals by increasing the knowledge, skills and motivation of the reporting staff
