The implementation of JKN program is not maximal; it is indicated by various
problems technically and operationally. Based on the aspect of organizational
behavior in the management level, the implementation of the policy of JKN
program of RSUD dr Djasamen Saragih is not maximal.
The objective of the research was to find out the readiness of the hospital for
the i11Jplementation of JKN program, based on the organizational behavior, · at RSUD
Djasament Saragih, Pematangsiantar. The research used quantitative approach. It
was conduc.tedfrom April to June, 2014 with 12 informants. The data were gathered
by conducting in-depth interviews, using questionnaires and analyzed qualitatively.
The conclusion of the research, based on either organizational behavior from
individual aspect or the aspects of group and organization, was that the organization
of the hospital was not ready for the JKN implementation ; besides that, JKN
participants were not satisfied with the health care providers' attitude because there
was no response to the complaint.
It is recommended that, in the short term, what should be improved are 1) the
hospital personnel's discipline, 2) persuasive approach to the personnel, 3)
socialization, 4) regular meeting among JKN members, 5) contract of the employees,
6) punctual reward, and 7) collaboration with the third party; in the midium-long
term, are 1) identification, monitoring, and evaluation, 2) furnishing the facilities,
and 3) medical committee's role.; and in the 1.ong term, proposing the need for
equipment to the central government via North Sumatera Provincial government Program JKN dalam pengimplementasiannya belum maksimal ditunjukkan
oleh berbagai masalah secara teknis maupun operasional. RSUD dr Djasamen Saragih
berdasarkan aspek perilaku organisasi ditingkat manajemen dalam implementasi
kebijakan program JKN belum maksimal.
Penelitian ini bertujuan untuk mengetahui analisis kesiapan rumah sakit
terhadap pelaksanaan program JKN berdasarkan perilaku organisasi di RSUD dr.
Djasamen Saragih Kota Pematangsiantar. Jenis penelitian survei dengan pendekatan
kualitatif. Penelitian ini dilaksanakan bulan April sampai dengan Juni 2014. Informan
berjumlah 12 orang. Data diperoleh melalui wawancara mendalam menggunakan
kuesioner, dianalisis secara kualitatif.
Kesimpulan dari penelitian ini : baik berdasarkan prilaku organisasi dari
aspek individu,aspek kelompok maupun organisasi bahwa organisasi rumah sakit
belum siap dalam implementasi JKN,dan juga dari peserta JK.N kurang puas atas
sikap petugas kesehetan karena tidak tanggap dalam merespon keluhan.
Disarankan untuk jangka pendek l.Tentang kedisiplinan petugas rumah sakit
2.Pendekatan persuasif kepada petugas 3.Peningkatan sosialisasi 4.Pertemuan rutin
Tim JKN 5 .Membuat kontrak kinerja pegawai 6. pembagian jasa yang tepat
7.Membuat kerjasama dengan pihak ke tiga.Saran jangka menengah 1.melakukan
identifikasi,monitoring dan evaluasi 2. Mengupayakan kelengkapan fasilitas 3.
Meningkatkan peran komite medik.Saran jangka panjang : pengusulan kebutuhan
peralatan kepada pemerintah pusat melalui Propinsi Sumatera Utara
