Garbage management may be defined as a process of how to produce, collect, transport and treat the garbage at a disposal place using proper and suitable methods by considering health and economical aspects and even environmental preservation and natural beauty. Berastagi as a tourism city has serious and complex problems in the management of urban cleanliness in relation to the sustainable and environmental-based development principles. Referring to the garbage management associated with the tourism development, the writer makes an analysis of garbage management for supporting tourism sector and regional development in Berastagi. The subject of such a research included Dinas Kebersihan dan Pertamanan (Subregencial Cleanliness and Garden Affairs Office) competenced in the garbage consisting of 44 officials of the cleanliness plus 4 (four) head staff (Head of the Regencial Cleanliness and Garden Affairs Offfice of Karo, Head of Cleanliness Division,Head of Cleanliness Section and Head of Equipment and Maintenance Section). The garbage management focused on planning, organization, actualization, controlling and reporting aspects to be then descriptively analyzed. Furthermore, the effect of garbage management on the Subregencial PDRB resulting from the retribution using the budget of garbage treatmet and the number of cleanliness officials within 20 years (1986 - 2005) was analyzed using a multiple regression approach. The results of the research showed that the garbage management in Berastagi has proceed adequately due to it has fulfilled the management concepts particularly designed in garbage management ; 1 ). Planning aspect of garbage management in Berastagi included cleanliness officials, equipment needed, and other aspects related to the garbage management.; 2). Organizational aspect included organization and job description of any unit or each official of cleanlines, so that the implementation would never result in an overlapping among either the units or officials, 3). Actualization aspect of the Cleanliness Section included the following activities ; a). implementation and coordination of collection and transportation of garbage, b). arrangement and operation of collection and transportation of garbage and 4). Controlling and reporting aspects included; a). promoting and supervising the employees in field for success of the works in field, b). making an analysis and evaluation of the completed collection and transportation as a foundation of improving cleanliness service delivered to the community, c). controlling any activity carried out by employees, d). reporting the results of control daily to the Head of Cleanliness Division through the Head of Cleanliness Section, e) assuming a responsibility of all the controlling activities to the Head of Cleanliness Division through the Head of Cleanliness Section. The average increase in the budget of garbage management in Berastagi within 20 years ( 1986 - 2005) was of 6.59%. The average increase included ; 1). The number cleanliness officials who carried out the garbage cleaning operation in Berastagi within 20 years ( 1986 - 2005) was of 4.02%, 2). The average change in the Subregencial PDRB resulting from the retribution in Berastagi within 20 years (1986 - 2005) was of 9.30%. 3). The budget of garbage management and the number of cleanliness officials have a significant effect on the Subregencial PDRB resulting from the retribution. It is suggested that a). it is required to improve a cooperation and coordination between The Subregencial Cleanliness and Garden Affairs Office and the Subregencial Tourism, Art and Culture Office, b). it is required to increase in supply and quality of the equipment of collecting, transporting and dispossing garbage, c). the garbage management in Berastagi should involve private sectors especially in supplying the facilities. In addition, fine may be charged on anyone who dispose garbage anywhere in compliance with the Regional Rule,d). garbage management in future is expected to be able of releasing a worse image of garbage that the management may lead to a new paradigm, e). it is required to make a promotion to the community about the importance of maintaining a cleanliness, f).it is required to make a further research about relationship between garbage management and tourism development, g). in the layout predetermined, a location of industrial area development should be determined that would never destruct to the tourism ressort of Berastagi.
