The purpose of this study was (1) to obtain the empirical evidence and to
simultaneously and partially analyze the variables of performance-based budget,
human resources quality, organizational commitment and regional management
ieformation system on the performance of local apparatus working unit in the District
Government of Langkat, and (2) to obtain the empirical evidence and to analyze work
motivation in moderating the relationship between performance-based budget, human
resources quality, organizational commitment and regional management information
system and the performance of local apparatus working unit in the District
Government of Langkat. The population of this causal study was heads of agencies ,
heads of divisions and heads of sections in the District Government of Langkat and
89 of them were selected to bge the samples for this study through purposive
sampling technique. This study used the primary data obtained through distributing
questionnaires to the respondents in each agency of the local apparatus working unit
in the District Government of Langkat. The data obtained were analyzed through
multiple linear regression tests and the moderating variable was tested through
residual test. The result of this study showed that (]) simultaneously performance based budget, human resources quality, organizational commitment and regional
management information system had positive and significant influence on the
performance of local apparatus working unit and partially the quality of human
resources, organizational commitment, and regional management ieformation system
had positive and significant influence on the performance of local apparatus working
unit while partially the performance-based budget did not have irifluence on the
performance of local apparatus working unit, and (2) work motivation could not
moderate the relationship between performance-based budget, human resources
quality, organizational commitment and regional management information system
and the peiformance of local apparatus working unit in the District Government of
Langkat.
