The objective of the research is to analyze the influence of the regional
expenditure and population on the regional financial independence through the
regionally generated revenues of District/City Governments in North Sumatera
Province. The research type is causality. The population is all 33 District/City
Governments in North Sumatera Province consisting of 25 Districts and 8 Cities.
The samples are selected by means of census method and five year observation
period (2010-2014), thus, there are 165 samples. The data are analyzed using
multiple linear regression and PATH analysis. The results show that direct
expenditure, indirect expenditure, population, and regionally generated revenues
simultaneously influence financial independence. Partially, direct expenditure
does not have any influence, but indirect expenditure has a negative and
significant influence. Population and regionally generated revenues have a
positive and significant influence on regional financial independence of the
District/City Governments in North Sumatera Province. The direct influence of
direct and indirect expenditure variables on regional financial independence is
smaller than its indirect influence. The direct influence of population on financial
independence is bigger than its indirect influence. Regionally generated revenue
is proven to be the intervening variable on direct and indirect expenditures
variable and not as the intervening variable on population variable of
District/City Governments in North Sumatera Province.
