dc.description.abstractNelayan Indah village and Sicanang village, Medan, North Sumatera Province, have obtained financial support from APBD (Regional Government Budget) of North Sumatera Provincial Government in the form of the Improvement of 188 North Uninhabitable House Program, based on the Decree of the Governor No. 60/2010 on Guidance and Procedure of Managing Profit Sharing Expenditures and Financial Support as well as Unexpected Expenditure in 2013. This program involves people empowerment through individusl owned funds for the improvement of the uninhabitable houses. The objective of the research was to find out the level of public participation in the stages of planning, implementing, utilizing, and developing RTLH (Uninhabitable Home Rehabilitation) program at Nelayan Indah village and Sicanang village, Medan. The research used descriptive qualitative method. The data were gathered by conducting in-depth interviews and analyztng public parttcipation in the stages of planning, implementing, utilizing, and developing. The research was done on 19 respondents with the characteristics as follows: females, their agewasfrom 31 to 78, Elementary school graduates, housewives, and not involved in any organization. The result of the research showed that people who received the RTLH program in the planning stage did not actively pdrticipqte in the program since the governrnent only presented rehabilitation program. Their partictpation in the implementing stdge was considered good since they parttcipated in providing their energt, financial, and consumption during the implementation of the program. Their participation in the utilizing stage was considered good since there were changes in the shape of their houses like the changes tn the floors, walls, bedrooms, batltrooms, and roofs. Their participation tn the developing stage was bad since they actually wanted to rehabilitate their houses when they had enough tnoney and still hoped that the government would support it, either in the inside or the outside of their houses. Internal factors which influence their participation were education, income, and inwlvement in social arganization. The inhibiting factors which inllueneed their low participation were the time and the attitude of the fficials and their dissatisfaction with the RTLH program that improved only the outside of houses.en_US
