to the single college money Program (UKT)
State University (PTN) in 1999 entered a new phase in the form of education. This year a
new formula offered and tested to 4 universities in Indonesia. The new formulation itself is a
concept that frees the four universities to manage the finances and policies of each without
having to wait for the coordination and instruction from the central government. This concept
will be the embryo of a concept of state-owned legal entity (BHMN), until in 2003 the
University of North Sumatra announced the transfer of status becomes BHMN
In 2013 the government returned to formulate a program for college education is the result of
a change in status of the State, the entire form of the formulation of the State set forth in the
program SINGLE COLLEGE MONEY (UKT), this program reap a lot of controversy both in
terms of applications in the field and the concept of the program until many students as
recipients object feel confused policies of the program addressing the programs implemented
on campus. This study aimed to evaluate the response students faculty of Social and Political
Science Universities in North Sumatra to the single tuition program can be viewed from two
aspects, namely the perception and attitude.
This is a descriptive study that aims to provide an overview or describe reality of society or a
particular group of people in the field in the analysis process includes the decomposition on
the observation of a phenomenon under study or more, with a population of 93 people. In this
case, the entire population is taken data. Data were analyzed using a single table and
described qualitatively and quantitatively using a Likert scale to measure the perceptions and
attitudes of students towards UKT program.
The results showed that students have a neutral perception or not care about a single tuition
program with the value 0.062 is seen from the student's knowledge of a single program
tuition and objectives and benefits. Student attitudes toward single program tuition is neutral
or do not care about the value of -0.039 views of student assessment and response with its
implemented single program tuition. Based on the analysis of data it can be concluded that
the response of the social science faculty and students of political science universities in
North Sumatra to the single college money program (UKT) is neutral.
