as 20 literature and other sources from the internet).
This thesis is submitted in order to meet the requirements of social science
degree with the title “Community Participation in National Programs Empowering
Rural Communities in the District Independent Angkola South East Country
Tapanuli”. This study aims to determine the forms of community partisipation in
national programs empowering rural communities in the District Independent
Angkola South East Country Tapanuli. Public participation in the PNPM MP can be
seen througt five indicators, namely: dissemination and information dissemination
programs, poor households mapping, planning at village level, village and sub districct, selection/prioritization of activities in the village and sub-dictrict level, and
communities carry out their activities.
This study is a descriptive research is research that aims to give a picture of
the situation under study or the actual circumstances occur implemented in the
district independent Angkola South East Country Tapanuli. The population in this
study is the village in the district of East Angkola who are the beneficiaries of PNPM
MP, ie 8990 people, because the very large number of respondents, the researchs
used a technique of sampling cluster random sampling to as many as 99 people. The
data analysis technique is to tabulate the data and is described quantitatively.
Instrument data analysis used were questionnaries, interviwes, and observations.
The conculation obtained by the public participation District of East Angkola
South Tapanuli in PNPM MP can be seen from the five variables: public
participation in sosialisasi and dissemination of information is a good program with a
percentage of 50,50% participating. Mapping community participation in poor
households are less well with the percentage that did not participate 56,56%.
Community participation in planning at the hamlet, village, sub-district and less well
with the percentage that did not participate 53,19%. Community participation in the
selection/prioritization of activities in the village and sub-district levels are less well
with the percentage that did not participate 53,19%. Community participation in
carrying out their activities are less well with the percentage that did not participate
55,21%. It can be seen in the average – average participation is less well with the
percentaage (50,50%+56,56%+53,19%+53,19%+55,21%/5 = 53,73%).
