Abstract

The development of human life experienced development cycle that began in childhood , childhood , teenagers , adult and an advanced age .Various the level of development of each having duty or certain the outposts that are going to bring a human being being personal quality to a human being was at its an advanced age .Especially in human life when at an advanced age marked the decline in activities performed , change the nature of and attitudes and the function of social and physical an advanced age that diminishes and change other .But these changes can be anticipated so that has Not come more early or someone experienced of aging. This type of research were classified as descriptive type of research which aims to describe the effectiveness of the program elderly empowerment.Now the population in this research is advanced age 20 who are in upt the hearing impaired wicara and elderly.This research conducted in technical unit social services ( upt ) wicara tuna hearing impaired and elderly in kelurahan hill sofa sub-district kotamadya siantar sitalasari pematang siantar.Meanwhile data analysis technique in this research using single table and described quantitatively. Based on the research conducted by dilapangan about the effectiveness of the program elderly empowerment by a technical unit dialogue the hearing impaired and elderly in kelurahan a hill the couch kecamatan siantar sitalasari municipal pematang siantar has been quite effective .It can be known from indicators that have researchers make , an indicator of this research is understanding the program , targeting accuracy , timeliness of , the achievement of the objectives and real changes
