Implementasi Sistem Informasi Manajemen Nikah (SIMKAH) Online dalam Pelayanan Pencatatan Pernikahan di Kantor Urusan Agama Kecamatan Medan Petisah Kota Medan

Abstract

The Office of Religious Affairs (KUA) is a government agency that carries out the duties and functions of the Ministry of Religion in the religious field, whose main function is to provide services to the community in the surrounding environment in terms of religious guidance and services. In the process of its service, KUA (Office of Religious Affairs) as a government agency documents all activities it carries out, including the process of registering marriages. The KUA (Religious Affairs Office) Medan Petisah Sub-district which is the object of the case study in this study has used the online SIMKAH (Marriage Management Information System) application as a marriage registration service. This study aims to determine how the Implementation of Online Marriage Management Information System (SIMKAH) at the Office of Religious Affairs, Medan Petisah District, Medan City. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by interviewing, observing and recording documents related to online SIMKAH. The data obtained is then analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Edward III policy implementation model theory approach which suggests that the success of a policy is influenced by the variables of communication, resources, disposition, and bureaucratic structure. From the results of the study, it can be seen that the Implementation of the Online Marriage Management Information System (SIMKAH) at the Office of Religious Affairs (KUA) in Medan Petisah District has basically been implemented but there are still things that need to be maximized, one of which is the lack of resources and still not in accordance with the Standard Operating Procedures (SOP) that applies to the implementation of SIMKAH in KUA, Medan Petisah District.
