    Abstract
    The Investigating officer of Civil Servant as one of investigating officer institution in KUHAP has an important role in law enforcement process because the wide and high volume of task of POLRI (police). The reformation supported by college students and the nation component in 1998 is a monumental movement that indicated by the change of the state and nation living in Indonesia, includes the law institution. This paper entitled "THE ROLE OF INVESTIGATING OFFICER OF CIVIL SERVANT IN CRIME ON INTELECTUAL PROPERTY RIGHT (STUDY AT REGIONAL OFFICE OF LAW AND HUMAN BASIC RIGHT MINISTRY OF NORTH SUMATERA) The problem in this law writing is: 1. How the implementation of function and main task of PPNS in investigating the crime on HAKI (intellectual property right) in the regional office of Law and Human Basic Right Ministry of North Sumatra, 2. What a relationship between PPNS and POLRI in the investigation of HAKI and any obstacles faced by PPNS in investigating of crime on HAKI in the Regional office of Law and Human Basic Right Ministry of North Sumatra. The method of law research is an analysis descriptive, in which descriptive means to depict or review the law problems to the role of POPONS HAKI in investigating of crime on HAKI. While analysis means the data from the research is processed previously and then analyzed and described in detail. The study on law writing has conclusion as follows: 1. The function and main task of PPNS in investigating of crime on HAKI at the Regional office of Law and Human Basic Right Ministry of North Sumatra, i.e. 1) Do do the investigation on the trueness of the claim related to the crime on HAKI, 2) PPNS HAKI must build a mutual cooperation with the police from the Polda of North Sumatra because POPONS in Law and Human Basic Right Ministry of North Sumatra has not weapon that cause any difficultness in raiding to the location. 3) To monitor the law enforcement on HAKI, 4) To provide the warning to anyone who violate HAKI, 5) Litigation and to be expert on HAKI in law process. 2. A mutual cooperation between POLRI and PPNS is determined in 1) Operational coordination, 2) direction, 3) investigating assistance, 4) supervision. The obstacles faced by PPNS HAKI 1) there is not available budget in the investigating of crime on HAKI, 2) the education level that has not yet maximum of PPNS HAKI, 3) the lack of facilities and infrastructure of PPNS, 4) the lack of human resource.
