Policy effectiveness is a measure of whether or not the achievement of an organization's goals is successful. If an organization achieves its goals then the organization has run effectively. Effectiveness indicators describe the range of outcomes and outputs of the program in achieving program objectives. Disaster management is any effort or activity carried out in the context of prevention, mitigation, preparedness, emergency response and recovery related to disasters carried out before, during, and after a disaster (Law No.24 of 2007 concerning Disaster Management). Pre-flood management policies are efforts or activities carried out to reduce the risk of flood disasters, both in the prevention, mitigation and preparedness stages. The aim is to ensure the implementation of disaster management in a planned, integrated, coordinated, and comprehensive manner in order to provide protection to the community from threats, risks, and impacts of disasters. Activities carried out in the pre-disaster stage should be carried out as early as possible and prepared by involving various elements of the community so that the process of executing activities can run smoothly and in accordance with the goals to be achieved.
The research method used in this study is descriptive research with a qualitative approach. Data collection was carried out using interview, observation, and documentation techniques. The data obtained were analyzed qualitatively with the approach of the theory of effectiveness proposed by Richard Steers, including the achievement of goals, integration and adaptation.
The results of the study show that there is still a low understanding of the community and government officials in responding to natural climate conditions that are prone to disasters and the lack of awareness of community disasters in watersheds, indiscriminate felling of trees / narrowing of watersheds carried out by communities in the upper reaches of the river. Because the impact of flooding is a classic problem that continues to arise and causes economic losses, damage to public facilities, and results in casualties. So that the cause of flooding in Padang Lawas Regency is the narrowing of the watershed (DAS) and indiscriminate logging carried out by certain communities / individuals in the upper reaches of the river. The non-optimal implementation of disaster management based on Law No. 24 of 2007 still results in a relatively large impact in the form of property losses that should be reduced / minimized as occurs in several places such as Tamiang Village, Siadam Village, and Siadam Village, among others, due to periodic monitoring factors for disaster-prone areas, prevention, mitigation and early warning that are not optimal, researchers can say that in achieving goals, integration and adaptation have not been implemented in accordance with Law No. 24 of 2007.
