dc.description.abstractIn the context of social science, motorbike gang constitutes a social disease or, in a specific term, juvenile delinquency which usually appears in big towns because of the fast urban physical growth and advances and materialistic lifestyle. The development of motorbike gangs in Medan has flared up. It can be seen from their characteristics, from bullying, traffic offenses, and riding in a convoy along the streets in the night, up to doing criminal acts such as damaging public utilities, torturing people by clubs, chains, and even knives. Their brutal actions have made people, especially those who do their activities in the night, scared to death. Based on these phenomena and driven by curiosity, the researcher wrote the title, Juvenile Delinquency: The Study on Handling Motorbike Gangs in Medan' in the form of a thesis. The aim of the research is to analyze legal enforcement performed to handle juvenile delinquency done by motorbike gangs in Medan. In order to support the analysis in this research, the researcher formulates the problems; among others, some factors which cause the criminal acts of motorbike gangs in Medan and some obstacles. In order to analyze the subject matter of the study, he uses judicial normative method. On this occasion, he uses secondary data, supported by field research. Based on the result of the research, it can be concluded that juvenile delinquency is caused by the parents' lack of attention and love, lack of understanding and guidance in religious teaching, and the influence of social intercourse. Various attempts, either repressively or preventively, have been made in order to handle the motorbike gangs in Medan. Careful precaution should be made since most of the victims and the doers of the criminal act are minor children. The obstacle in handling motorbike gangs is that most of them are minor children. Besides that, the problem is that the case has become the public interest. It is recommended that moral values should be taught to children, starting from the household, from the very beginning when the children are little enough since they do not understand which is right and which is wrong and do not understand moral values.en_US
