dc.description.abstract | Heavy equipment is one of the many Regional Property of Medan City. The Medan City Public Works Service as the Goods User is authorized and responsible for the management of heavy equipment in the City of Medan. It is necessary to carry out effective monitoring of heavy equipment in order to avoid errors or irregularities in its management. However, his supervision of the management of heavy equipment at the Medan City Public Works Service is still not effective. This can be seen from the incomplete recording of heavy equipment assets carried out by the Medan City Public Works Service and the failure to destroy heavy equipment assets that were already in a badly damaged condition. This study aims to identify and describe Effective Supervision in the Management of Heavy Equipment at the Medan City Public Works Service.
The research method used in this research is descriptive research with a qualitative approach. Data collection is done by means of interviews, observation, and documentation. The data obtained was analyzed qualitatively with the supervisory theory approach put forward by Siagian, including supervision must reflect the nature of the various activities carried out, provide clues about possible deviations from the plan, show exceptions at certain strategic points, be objective, be flexible, take into account the basic pattern organizational, efficient, understanding of control systems, monitoring finds out what is wrong, and is guiding.
The results of the study show that supervision of the management of heavy equipment at the Medan City Public Works Service has been effective. This can be seen from the clear roles and objectives of supervision of those authorized to supervise the management of heavy equipment. Supervisors have been able to detect problems and take preventive measures. Supervisors have been able to determine what parts should be supervised by themselves and what parts of supervision should be delegated to others. The flexibility of supervision is indicated by the results of monitoring which are still good and understandable even though unexpected problems have occurred in the management of heavy equipment. Already know about the division of tasks, delegation of authority, patterns of accountability, lines of communication. There is no monitoring budget. The supervisors have understood the monitoring system used, namely by using the GPS Tracking System. The supervisors have been able to find irregularities in the management of heavy equipment and what factors led to these irregularities. He has given waivers to his subordinates not to repeat the same deviation by giving a warning letter. The obstacle is that there is no Standard Operating Procedure (SOP) for heavy equipment management which causes the supervisor not to carry out objective supervision but to carry out subjective supervision, namely carrying out supervision at will without a clear procedure flow regarding what parts will be supervised. | en_US |
