    Abstract
    This research was conducted in Sosa Julu district, Padang Lawas regency. The purpose of this research is to describe the Effectiveness of Subdistrict Expansion in Infrastructure Development in Sosa Julu District, Padang Lawas Regency. Sosa Julu District was formed based on Regional Regulation No. 06 of 2019 in the framework of development and increasing welfare and in an effort to fulfill community aspirations. However, it seems that the aspirations of the people of Sosa Julu have not materialized, such as the provision of educational facilities, health centers and improved road access to the sub-district center. The research method used is descriptive research with a qualitative approach. Data collection techniques were carried out by interviews, observation and documentation and literature. The technique used in determining the informants was a purposive sampling technique involving the Head of the Governance Section of the Padang Lawas District Secretariat, Head of the Infrastructure and Regional Development Section of Bappeda Padang Lawas Regency, Head of Cipta Karya at the Padang Lawas Regency Public Works Office, Head of Sosa Julu District, Head of the District Government Section Sosa Julu and all Village Heads of Sosa Julu District, Padang Lawas Regency. The findings in the field show that the development of physical infrastructure, such as the lack of educational facilities, health service facilities and road access, is a strong reason for the expansion of this sub-district. However, the benchmark for the success of physical infrastructure development in this sub-district is based on the results of the 2020 development planning meeting and development priority programs from the Padang Lawas Regency Public Works Office. There were 5 proposals resulting from the Musrenbang and 1 which became a development priority program. based on the results of a report from the Public Works Service contained in the work contract with letter number 610/03/SPKK-PR/PML-WIL.I/DAU/2021 that the construction of the retaining wall has been completed. In particular, the activity in the field of copyright works for the construction of closed ditches in Sungai Jior village has been completed based on letter number 640/001/CK-SPK/WIL-III/PL DAU/2021. For the construction of the Sosa Julu sub-district office, based on the Regent's order contained in the work contract with letter number 640/006/CK-SPPK/WIL-III/DAU/2021 and can already be used as intended.
