Aspek Hukum Rencana Umum Tata Ruang Kota dalam Kaitannya dengan Pemanfaatan Tanah di Wilayah Metropolitan Mebidang

Abstract

Development of Medan may be seen also from the density of population and the increase in need for land, either for settlement or for other developments, and therefore it very requires attention that should be paid by the head of region. However, in practice, it is not as expected through the MEBIDANG concept. Condition which has been found in such unity is the in reality of the urban the space system planning from each region, caused from prospective differentiation between each region at the border line. This research is an analytic descriptive in which the location includes Mebidang (Medan-Binjai-Deli Serdang). The population included all the sub regencies existed in the metropolitan area, namely 40 sub regencies. Of all the forty sub regencies, there were only fourteen that connected directly to the boundary. From the fourteen sub regencies, there were five taken for purposive sampling, there were two villages taken from each subregion, thus, the total villages were 10, and the, from each of village, there were 8 respondents taken so that the total was 80. As a means for data collection, it was used a questionnaire predetermined previously. In addition, some information was collected from the related institutions from complexity of the data. The result found from this research indicates that the development done in the region of level II Medan municipality and the residence of Deli Serdang is not controllable, and it has problem concerning with the boundary territory, such as unclear territory boundaries, conflict of boundary land utility, there is not synchroneity of the law regulation made by each region. Insufficient role of government in level I region as coordinator in province territory. This can be seen from a great deal of problems appears in region.
