dc.description.abstractA written labour agreement is as one of the concrete labour regulations in labour relations. The making of written labour agreement is also applied in some of private hospitals as a nonprofit business. Private hospitals in Medan Municipality have grown and developed very fast in quantity and quality so that increase in quantity of labourers that employed by the manager private hospital as medical treatment, non-medical treatment and non medical employee. That condition requires legal protection effort to private hospital employees by making a written labour agreement which regulates rights and obligations between the manager private hospitals and the employees. of of Research on the role of the Manpower Department to cultivate and control the implementation of the norms of labour relationship in private hospital is needed to know the role of the written labour agreement as an effort of legal protection for the private hospital's employees in Medan Municipality. From 48 units of private hospital in Medan Municipality, this research taken 5 (five) units as samples. The techniques used collect data are documentation, observation, questioners, and interview. are to The result of the research indicates that the written labour agreement agreed by the employees and the manager of the private hospital gives an assurance guarantee and legal protection each other. Some of the private hospitals have been provided with the company regulation legalized by the Manpower Department. However, the role of the Manpower Department in cultivation and control is not optimal yet due to internal or external factors.
