dc.description.abstractControlling the amount and level of sugar industry waste must be done carefully, ranging from sugar cane harvesting in the field to the processing of cane into sugar mill. The aim of this research is to get the perceptions of management, employee, and surrounding community toward sugar industry waste management based on clean production; analyzing investation and sugar industry waste management alternatives; and constructing model and getting strategy and policy of sugar industry waste management based on clean production using dynamic system. Primary perception data was tested using Alpha Cronbach and Successive Interval method. To understand the connectivity between variables, double linear regression analysis with SPSS 17 was used Dynamic model system of waste management based on clean production was analyzed using Powersim program, license by sofware house Powersim™, USA. The research shows that employee, management, and the community around the factory have good perception toward sugar industry waste management based on clean production. Sei Semayang Sugar Mill and estate's managements and employee's perceptions show that technical aspect is the significant and dominant aspect; Kwala Madu Sugar Mill and estate’s perception is that environmental aspect, Good Housekeeping, technical, and knowledge aspect are the most important aspects; Tjoekir Sugar Mill and field’s perception is that social cultural and economical aspects are the important aspect. Perception of the community around Sei Semayang Sugar Mill is that economical aspect is the significant and dominant aspect; Perception of the community around Kwala Madu Sugar Mill is that environmental aspect is the most significant aspect, and perception of the community around Tjoekir Sugar Mill is that social institutional aspect is the significant one. Economical Analysis result of alternative sugar cane harvest waste management, in the form of processing the top cane into livestock fodder for cattle fattening, based on 2 harvest period profit and loss projection with DF 17%, results in 18,60% IRR, NPV>0, 1,597 BIC, and increased benefit of Rp. 88.594,066 in 5 years, it also gives the community work opportunity. Economical analysis result of alternative blotong waste processing, by turning it into biocompost, with discount factor (DF) 17% results in 22,99% IRR, NPV>0, 1,766 B/C, and increased beneit of Rp. 656.717.409 in 5 years. Alternative liquid waste management by adding Spray Pond increases water use efficiency by 85-95% from condenser water recycling. Alternative liquid waste management by using it for irrigation increases the production of rain fed rice from 1 harvest/year into 2 harvests/year. Dynamic ‘model of sugar industry waste management can be done by combining environmental subsystem model and socio-economical subsystem. The scenario and policy of sugar industry waste management based on clean production results in waste minimalization, production process efficiency and increase of agricultural contribution, that it increases the surrounding community's income and involvement, and the company’s income.en_US
