One of the sub-district that have the potential to develop goats and sheep in Deli Serdang Regency is Hamparan Perak Sub-district. The purpose of this study was to determine the potential of livestock resources, the area and the carrying capacity of goats and sheep and alternative strategies that were effective in developing goats and sheep in Hamparan Perak Sub-district. This research was conducted in October – November 2021 using the stratified sampling research method in the village in Hamparan Perak Sub-district and the purposive sampling method which resulted in the highest population village Bulu Cina, Klumpang Kebon, Klambir Lima Kebon, medium population Tandam Hilir Satu, Tandam Hilir Dua, Kota Datar and the low population being Klambir, Sungai Baharu, Paluh Kurau. Sampling aims to interview respondents in seeking information on goats and sheep. Analysis of the data carried out is descriptive analysis, LQ, livestock density, feed concentration index, carrying capacity of agricultural and plantation waste, carrying capacity index of agricultural and plantation waste, capacity for increasing ruminant livestock, and SWOT analysis. Based on the results, Hamparan Perak Sub-district has the potential to develop goats and sheep. There are 9 base areas for goats and 7 base areas for sheep. The carrying capacity of goats and sheep in Hamparan Perak Sub-district is 38.671,91 ST for goats and 36.747,61 ST for sheep. The right strategy and a priority is the SO strategy.
