Implementasi Kebijakan Pengelolaan Sampah di Kelurahan Sari Rejo Kecamatan Medan Polonia Kota Medan

Abstract

The increasing number of residents of Medan City every year has an impact on increasing the amount, type, and characteristics of waste which results in the accumulation of waste, so that it is necessary to organize and manage waste. For this reason, the Medan City government issued Medan City Regional Regulation Number 6 of 2015 to overcome the waste problem in Medan City. Sari Rejo Village is one of the urban villages in Medan City that has problems in handling waste. The purpose of this study is to describe the implementation of waste management policies in Sari Rejo Village, Medan Polonia District, Medan City. The research method used is descriptive research method with a qualitative approach, collecting data, information or knowledge through in-depth interviews. Determination of informants is done by purposive sampling technique. Data collection techniques were carried out by interviews, observations and documentation related to the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, Medan City. The data obtained was then analyzed qualitatively to determine the implementation of a policy regarding solid waste in Sari Rejo Village as stated in the Medan City Regulation Number 6 of 2015. Researchers focused on aspects of communication, resources, disposition and bureaucratic structure as the theory used by researchers. From the results of the study , it is known that the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, Medan City is still not optimal. The reasonis the absence of a mayoral regulation as a derivative of a regional regulation to serve as an executor in the field. The absence of a mayoral regulation makes the sanctions contained in regional regulationts to be weak. In terms of resources, there are still various obstacles such as lack of human resources, equipment resources and budget resources. Meanwhile, in terms of disposition and bureaucratic structure, it quite good to promote the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, Medan City.
