dc.description.abstract | The Pamsimas Program (Community-Based Drinking Water Supply) is a
program organized by the central government to local governments through Law
Number 17 of 2007 concerning the National Long-Term Development Plan
(RPJPN) 2005-2025. Pamsimas aims to increase low-income communities in rural
and peri-urban areas so that they can access sustainable drinking water. However,
there are no Pamsimas in the village of Want Jaya so far, due to problems with the
Pamsimas which have been sterilized and damaged. Furthermore, the community
contribution money for the maintenance costs of the water machine was misused by
the person in charge of Pamsimas and there was no cooperation in responding to
the damage to the Pamsimas machine. In this case, it shows that there are obstacles
to the effectiveness of the Pamsimas program in the village of Want Jaya. Thus, this
study aims to describe in detail the effectiveness of the Pamsimas program in the
village of Want Jaya.
The research method used in this research is descriptive research with a
qualitative approach. The data collection was carried out using interview,
observation, and documentation techniques related to the effectiveness of the
Pamsimas program in the village of Want Jaya. The data obtained were analyzed
qualitatively with the effectiveness theory approach proposed by Duncan, including
objectives, integration, and adaptation.
` The results showed that the effectiveness of Pamsimas in the village of Want
Jaya has obstacles and improvements are needed in goals, integration, and
adaptability. In the implementation of the objective dimension, the time is right in
accordance with the target for the completion of the Pamsimas construction.
However, the quality of the air produced from the Pamsimas program is not
suitable for use because the air produced is muddy. Then the integration dimension,
the management of the construction of Pamsimas in the village of Want Jaya until
now has stalled due to the absence of a solution for cooperation between village
institutions and the PUPR service. Furthermore, in the adaptation dimension, the
community is not able to adapt in maintaining the continuous use of facilities and
infrastructure from Pamsimas in Want Jaya Village, and the community does not
have the ability from a funding point of view for the repair or maintenance of
