dc.description.abstract | The aim of this research is to determine the public perception of Tebing Tinggi
city positioning, to find out the excellent potential can be positioning for Tebing
Tinggi city, to find out the efforts and barriers of Tebing Tinggi city government
in positioning Tebing Tinggi city. This research used interpretif paradigm. The
theories used to see public perception are information processing theory,
cognitive dissonance theory and social judgment theory. The informants of this
research are stakeholders of Tebing Tinggi city conducted by purposive method
The method used was qualitative descriptive with focused group discussion,
interview and document study. Data analysis was conducted by recording all
information obtained from informants and then interpreted with micro analysis
and macro. The result of the study shows that the public perception of Tebing
Tinggi city positioning is as a city of services, -but the service must be specified at
certain services. Then the excellent potential can be used to Tebing Tinggi city
positioning is culinary (l,emang and roti kacang). Based on the public perception
and excellent potential, Tebing Tinggi city positioning is as the city of culinary
and tourism services. Obviously, Tebing Tinggi Government has not conducted
any effort to of Tebing Tinggi city positioning, although it has achieved a few of
MURI awards in culinary. It is as the result of following up of the award is not
conducted Barriers faced by the government of Te bing Tinggi city in positioning
Tebing Tinggi city are unsettled human resources, regulation with the Parliament
