Kinerja Dinas Pemberdayaan Masyarakat dan Desa dalam Pengalokasian Dana Desa Tahun 2021 pada Desa Sukadamai Kecamatan Pulo Bandring Kabupaten Asahan
Abstract
The Indonesian government continues to strive to improve the implementation of national development where the village is a priority in development which is manifested by the enactment of Law Number 6 of 2014 concerning villages. The government disburses Village Funds to support the acceleration of development in villages. Village Funds are funds sourced from the State Revenue and Expenditure Budget (APBN) intended for villages transferred through the Regency/City Regional Revenue and Expenditure Budget (APBD) to finance government administration, development implementation, community development and community empowerment regulated in the Regulation of the Minister of Finance Number 222/PMK.07/2020 concerning Management of Village Funds.
The method used in this research is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of observation, interviews and documentation. The data obtained was then analyzed qualitatively by reviewing all the data that had been collected and supported by the results of interviews using the indicators proposed by Dwiyanto (2021), namely productivity, service quality, responsiveness, responsibility and accountability.
The results of the research show that the performance of the Community and Village Empowerment Service in the Allocation of Village Funds for 2021 has not been fully optimal, there are still several aspects that need to be improved. The Office for Community and Village Empowerment has less than optimal accountability in accounting for reports on the use of budget realization both in administration and accountability to the community. accountability carried out administratively as regulated in PMK 222/PMK.07/2020 Article 33 Paragraph (1-7) has been fully implemented properly, reports online as well as in the form of softcopy and hardcopy. However, accountability to the public has not been fully carried out so there is no transparency to the public. Another aspect is the delay in providing public information on the website of the Community and Village Empowerment Service itself and the lack of availability of public facilities provided such as the absence of service counters and suggestion boxes to receive and identify community needs directly.
