    Abstract
Organizational effectiveness is very influential on the activities in it because within the organization there are goals to be achieved, which means that there are activity processes in them. If an organization achieves the goals/targets that have been determined, then it is called effective within the organization. The problem that occurs is that the people of the city of Binjai lack information about the bus rapid transit (BRT) due to the lack of socialization by the UPTD bus Rapid Transit (BRT) so that the performance of the bus rapid transit is not optimal. The objectives to be achieved in this study are to determine the operational performance of bus rapid transit in transportation services in the city of Binjai and to analyze the influence of the effectiveness of the UPTD in transportation services on the operational performance of bus rapid transit in the city of Binjai. This study uses a quantitative method that is used to determine the effect of Organizational Effectiveness (X) on bus rapid transit Operational Performance (Y). Based on the calculation of the sample using the Slovin formula (Husein Umar, 2013: 65) it was found that the sample in this study consisted of 100 passengers of the Binjai Bus Rapid Transit in 1 month. Data collection technique used is to use a questionnaire or questionnaire. In this study, the results obtained were then based on ANOVA testing with F count122,181and a probability significance level of 0.000 <0.05, it can be concluded that the regression model can be used to predict the participation variable. The R-square test found an R square value of 55.5 (55.5%) indicating that the independent variable (uptd effectiveness) has an influence on the dependent variable (operational performance) of 55.5%. While 44.5% is influenced by other variables. And the interpretation of r proves the effect of the effectiveness of uptd bus rapid transit on operational performance of bus rapid transit in the category with a coefficient of 0.555. The results of the t test found that the value of t count > t table (11.054> 1.65259) then H0 is rejected and Ha is accepted statistically significant, from the results of the t test the significant value is smaller than the sig value of 0.000 (sig <0.05) means that there is There is a significant influence between the effectiveness of the uptd bus rapid transit on the operational performance of the Binjai city rapid transit bus.
