Program Keluarga Harapan (PKH) is one of the many programs spread across various regions in Indonesia where this program started in 2007. The general goal of PKH is to reduce poverty and improve the quality of human resources, especially for the poorest groups of people. The short-term goal of PKH is to help reduce the expenditure burden for very Rumah Tangga Sangat Miskin (RTSM), while the expected long-term goal is to break the intergenerational poverty chain. The purpose of this study is to find out and describe in detail the Evaluation of the Program Keluarga Harapan (PKH ) in the context of poverty reduction in Kecamatan Babalan, Kabupaten Langkat. The form of research used in this study is a descriptive method with a qualitative approach. The data collection techniques used in this study were observation, interviews and documentation studies related to the Evaluation of the Program Keluarga Harapan (PKH) in the context of poverty reduction in Kecamatan Babalan, Kabupaten Langkat. The data obtained was then analyzed qualitatively by reviewing all the data collected, which was supported by the results of interviews with the theoretical approach put forward by Stufflebeam which is known as the CIPP evaluation model (Context, Input, Process, Product). Through this research it can be seen that the Evaluation of the Program Keluarga Harapan (PKH) in the context of poverty reduction in Kecamatan Babalan, Kabupaten Langkat has been running quite optimally. In the context evaluation, there was a change in the PKH KPM determination system, namely without validation and directly based on DTKS, this was felt to be less than optimal and there could be inaccuracies in the PKH program's targets. In the evaluation of inputs running quite optimally, this can be seen from the not too large difference in the number of PKH KPM recipients in 2022, with the number of PKH KPM recipients in Phase III and the existence of a more effective and efficient fund disbursement mechanism. Then in the process evaluation, it was running less than optimally due to Covid-19 constraints, but since August 2022 the P2K2 implementation has been going well accompanied by the enthusiasm of the participants. In terms of product evaluation, the maximum is enough, where there is a reduction in the burden of poverty and an increase in the welfare of Beneficiary Families (KPM). As for the negative impact, that is, KPM is very dependent on and very comfortable with this PKH assistance, and hopes that this assistance will continue.en_US
