Government agencies in implementing a program always directed to achieve goals with maximum employee performance. Street children development program carried out by Social Service Employees of Medan City based on the Regulation of Minister Social Affairs of Republic of Indonesia No. 16 of 2019 concerning National Standards for Social Rehabilitation. The purpose of this study is to determine the performance of Social Service employees in implementing the Street Children Development Program in Medan City and to find out the obstacles to increasing their performance.
Research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection techniques were carried out by interviews, observation, documentation, and literature studies. This study uses employee performance indicators presented by Stephen P. Robbins and Timothy A. Judge (2015) quality, quantity, timeliness, and effectiveness.
Results of the study show the performance of Social Service employees in street children development in Medan City, seen from indicators of quality, quantity, timeliness and effectiveness not realized as well as Regulation of the Minister of Social Affairs Republic Indonesia No. 16 of 2019 Articles 7, 13, 37 and 42 concerning national standards for street children development. The quality of employees who have not been maximized, the number of employees not sufficient so many street children returning to the streets. It has a timeliness problem, that is not accordance with the applicable SOP and SPT.
Employees are not yet effective in street children development and do not care for halfway house. The advice that can be given is to improve performance based on Regulation of the Minister Social Affairs Republic Indonesia No. 16 of 2019 to provide welfare to street children, training of employees, increase the number of employees, and strictly discipline employees in accordance with the rules and their job desks
