Pemberdayaan Masyarakat Desa melalui Badan Usaha Milik Nagori (BUMNAG) di Nagori Laras Kecamatan Bandar Huluan Kabupaten Simalungun
Abstract
This study aims to identify and describe community empowerment through Nagori Laras Owned Enterprises and also the constraints that exist in it. This is because this Nagori-Owned Enterprise is one of the institutions engaged in social, political and economic fields as well as a service provider to the Nagori people, especially regarding the business field. The establishment of BUMNag in Nagori Laras refers to the Nagori Laras Government Regulation Number 01 of 2022, an amendment from the Nagori Laras Government Regulation Number 02 of 2018 concerning the establishment of a Nagori Laras Jaya Owned Enterprise.
The research method used in this research is descriptive research with a qualitative approach. Data was collected by using interview, observation, and documentation techniques. Data were obtained and analyzed qualitatively with the approach of community empowerment theory proposed by Jhon Friedman, covering social empowerment, political empowerment and psychological empowerment.
The results of the study show that the community empowerment process through Nagori Laras Owned Enterprises is carried out with three indicators, namely socio-economic empowerment, political empowerment and psychological empowerment. Provision of infrastructure, provision of capital, and guidance as a manifestation of Nagori's potential fraud with business units according to community needs such as financial business units, service intermediaries, rentals, Nagori shops and digital Nagori so as to increase community income and Nagori's original income. The next empowerment is by holding Nagori deliberations as a forum for the community to dare to be innovative in submitting suggestions and criticisms so that the community can control. Then, changing the mindset of the community by providing motivation through outreach so that new businesses from the community are created through empowerment. The supporting factors for community empowerment are the availability of nagori potential and government commitment. Inhibiting factors in empowerment are incompetent human resources, minimal budget, inadequate infrastructure and hampered capital turnover strategy
