    Abstract
    Cash Social Assistance is assistance provided by the government to people affected by the Covid-19 pandemic whose budget comes from the Indonesian Ministry of Social Affairs. The existence of this Cash Social Assistance can help the community for their survival. The Medan City Social Service as an extension of the Indonesian Ministry of Social Affairs has an important role in implementing. However, the problems that occur are the presence of duplicate data in the community, the lack of updating community data, to the ineffective and inefficient service provided. This study aims to describe the Implementation of the Cash Social Assistance Program (BST) during the Covid-19 Pandemic in Gedung Johor Village, Medan Johor District, Medan City. The research method used is a qualitative research method with a descriptive approach. Data collection techniques were carried out by means of interviews, observations, and recording of documents related to the implementation of Cash Social Assistance. The data obtained is then analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Edward III policy implementation model theory approach which suggests that the success of a policy is influenced by the variables of communication, resources, disposition, and bureaucratic structure. The results of this study show that the implementation of the Cash Social Assistance Program (BST) during the Covid-19 Pandemic in Gedung Johor Village, Medan Johor City District, did not go well. This can be seen from the determination of the prospective recipients of Cash Social Assistance not in accordance with the technical instructions for implementing Cash Social Assistance in the Decree of the Directorate General for Handling the Poor 1/6/SK/HK.02.02/1/2021 CHAPTER II letter (A) there is only 1 sources in accordance with existing technical instructions from the Ministry of Social Affairs with those carried out by the Medan City Social Service. Meanwhile, the determination of communities originating from DTKS or from other sources has not been carried out by the Medan City Social Service as it should be contained in the technical instructions, socialization related to Cash Social Assistance has not been carried out to the community, the targets that have been determined are not in accordance with the realization in the field , and from the implementation results there has been no real action in the form of improvement.
