dc.description.abstractThe Village Fund Allocation (ADD) is a fund provided by the district/city government in physical or non-physical development to the village. Non-physical Village Fund Allocation (ADD) is in the form of community empowerment with the aim of prospering both in terms of the economy or improving the quality of human resources who were initially less prosperous to become prosperous and able to develop in human resources. Kacaribu Village has community empowerment programs, namely programs that use Village Fund Allocations including planned programs such as direct assistance to toddlers and the elderly, mutual assistance activities, Youth Organization Training and Customs Training in Kacaribu Village. This study aims to determine the Effectiveness of Village Fund Allocation (ADD) in Community Empowerment in Kacaribu Village, Kabanjahe District, Karo Regency. The method used is descriptive qualitative research method. In conducting the research, the researcher conducted interviews with the Village Head, the Head of the Village Consultative Body (BPD), members of the Youth Organization and the Kacaribu Village Community. Then also conduct observations and documentation to answer research problems. In analyzing the data, data reduction, data presentation, and data inference were carried out. The data obtained were then analyzed qualitatively with the theory of Richard M. Steers (1985: 53) which suggests to see the achievement of goals, adaptation and integration in the success of an effectiveness. Based on the results of the research in the field, it can be concluded that the effectiveness of the Village Fund Allocation (ADD) in Community Empowerment in Kacaribu Village has not been effective in terms of achieving the goals, namely transparency and policy targets where transparency to the community is less open and people who should receive assistance do not receive the assistance. Adaptation where the village apparatus has not been good where the apparatus cannot adapt to the changing environment in the changes that occur and cannot respond to the challenges of such a fast era such as reporting using an online system. Integration is a measure of the level of village capacity that has not been optimal in conducting or delivering socialization to the community and communication between organizations that have not gone well, which triggers misunderstandings. The effectiveness of Village Fund Allocation (ADD) in Community Empowerment in Kacaribu Village has not been effective because the level of transparency of the village government is not good and the level of community participation as the goal of community empowerment is still relatively low.en_US
