    Abstract
Muallaf is a minority group that often experiences ostracization or rejection from the previous environment after converting, economic difficulties, and experiencing psychological disorders due to culture shock after entering and adjusting to a new religion. These social facts mean that muallaf need an effective platform to realize muallaf welfare through empowerment. This study aims to describe the organizational culture of the Al Muhajirin Bumi Asri Muallaf Development Foundation and the implementation of the organizational culture adopted in empowering the muallaf group from an anthropological perspective. The method used in this research is ethnography, where ethnography is very identical and relevant to describe culture comprehensively. This type of research is descriptive qualitative by conducting observations, in-depth interviews, and data analysis to obtain the desired research results. Al Muhajirin Bumi Asri Muallaf Development Foundation is relevant to the study of Anthropology which is analyzed using the theory of Koentjaraningrat (Organization is one aspect of culture and can be seen three forms of culture), Schein: 1992 (Organizational culture is a firmly held belief/value), and Steward & Taylor: 1995 (empowerment), etc. The result of this research is that the organizational culture of Al Muhajirin Bumi Asri Muallaf Development Foundation can be seen from the surface/visible cultural forms and invisible cultural forms. The organizational culture and values adopted as a value drive play a role in carrying out the foundation's work program, especially the flagship program of empowering groups of converts. Empowerment that involves value drives as an effort to achieve the welfare of groups of converts (justice and equality, security and psychology, and cooperation). The main value embraced by the Al Muhajirin Bumi Asri Converts Development Foundation is religious value (Al Quran and Hadith), in addition to two other values that play a role are economic value and social value. Research on organizational culture and vi empowerment of Al Muhajirin Bumi Asri Muallaf Development Foundation plays a role of approximately 70% as a driver of development for the muallaf group. This percentage is good enough but still needs to be improved in maximizing the empowerment of minority groups, especially the muallaf group.
