Based on Permendagri Number 36 of 2020, PKK (Family Welfare Empowerment) is a national movement in community development that grows from below, whose management is from, by and for the community towards the realization of a family that believes and is virtuous. PKK Pulo Dogom Village, North Labuhanbatu Regency is an organization that has the aim of empowering families to improve people's welfare. The problem that arose in the Pulo Dogom Village PKK was the lack of socialization of the program at Working Group III in Pulo Dogom Village, North Labuhanbatu Regency and the lack of awareness in improving the health status of families and the environment in Pulo Dogom Village, North Labuhanbatu Regency.
This study uses Soedjono Soekanto's theory (2012: 214) regarding roles which include active roles, participatory roles and passive roles. The research method used in this study is a descriptive method with a qualitative approach. To check the validity of the data, data triangulation techniques, researcher triangulation and method triangulation were carried out by comparing several sources with data collection techniques such as interviews, observation and documentation as well as related theories.
The results of the study show that the role of the Pulo Dogom Village PKK does not show its seriousness in carrying out the PKK program and is not in accordance with Permendagri Number 36 of 2020 in Article 39. The active role of the Pulo Dogom Village PKK has not been active enough, seen from PKK members/cadres who are not involved in several hamlets. The participatory role of the implementation was not carried out properly, many members could not participate in the implementation and there were complaints from the public who did not understand the contents and procedures of the work program made by the PKK. The passive role of the PKK in Pulo Dogom Village can be said to be good. Because, in carrying out programs and activities for the local community, the PKK came to fulfill the invitation of the Pulo Dogom Village community and was able to communicate well. Furthermore, the current PKK program also needs to be improved in order to achieve satisfactory results.
