The National Population and Family Planning Agency (BKKBN) is placed in every province in Indonesia based on the 2011 regulation of the head of the national population and family planning agency concerning the organization and working procedures of representatives of the provincial national population and family planning agency, which explains that the BKKBN in the Province as representatives from the central BKKBN who have one of their functions to carry out guidance, guidance, and facilitation of the implementation of national policies in the field of population control, implementation of family planning and reproductive health, prosperous families and family empowerment. The existence of various contraceptive methods allows men to participate in family planning programs, one of which is the vasectomy method, a method that is still questionable in certain cultures and religions regarding whether this method is permissible. Regarding family planning services for men, until now, women are still dominated by women as Penyuluh lapangan keluarga Berencana (PLKB). This will make men reluctant to consult in its implementation, the concept of masculinity which is a challenge for the government to increase participation. For its policy, the City of Medan establishes medium and long-term policies and programs related to population development and family development in accordance with the needs of the City of Medan on the basis set out in law number 52 of 2009. Supposedly with existing regulations coordination between agencies and institutions will running well, because it has clear tasks and functions. But why is the Family Planning Program not very visible in the community?
The purpose of this study was to determine how the implementation of the Family Planning (KB) program through the participation of men in the use of contraceptive methods in the Medan District, Medan City. The method used is descriptive research method with a qualitative approach. The data collection technique used is through literature study, interview and observation. The data were analyzed qualitatively by using the Marilee S. Model. It has two major variables, where some of the indicators relate a lot to programs. The first is about the content of the policy and the second is the policy environment or implementation environment.
The results of this study have concluded that indicators of policy content can be concluded that Medan Kota Subdistrict really needs family planning programs because the poor people in Medan Kota Subdistrict are still a concern, and regarding the policy environment in indicators of government support, the government fully supports long-term family planning methods.
