Pemberdayaan Masyarakat dalam Pengembangan Wisata Desa Kuta Jungak Kecamatan Siempat Rube Kabupaten Pakpak Bharat Provinsi Sumatera Utara

Abstract

Community empowerment is one of the Pakpak Bharat Regency government programs for developing tourism Kuta Jungak village in Siempat Ruhe Sub-district. Pakpak Bharat Regency has a tourism potential to be managed as a tourist destination. However, this potential has not been managed optimally so it has not shown any impacts on the community The research employs a qualitative method with a descriptive approach The research aims to analyze the community empowerment carried out by the Department of Tourism and Culture of Pakpak Bharat Regency to Pokdarwis Mersada Asa Maju in developing the tourism of Kuta Jungak village Community empowerment is analyzed by conducting in-depth interviews with key informants to obtain data and information suitable to the research objective. Data are obtained in the form of primary and secondary data and analyzed using a qualitative approach. Then, it is narrated to answer the research problems.

The results indicate that community empowerment has been implemented in Kuta Jungak village. It is carried out through the stages of awareness, capacity empowerment, and assistance. In the implementation of community empowerment, there are supporting and inhibiting factors. It is suggested to accelerate the tourism development of Kuta Jungak village, and conduct the collaboration and integration with the regional apparatuses in Pakpak Bharat Regency. These are conducted in addition to keep providing training and sustainable assistance that aims to increase awareness, knowledge, and skills of the tourism managers of Kuta Jungak village. Thus, the tourism developed through local community empowerment can affect Kuta Jungak village community welfare.
