Abstract

In the framework of land supplying for the private interest in the execution of land compensation often. comes up victim. Victimology learns a victim problem in the execution of land compensation above hasn't a role in great numbers yet. The aim of this research is to answer the problem regarding the execution of land compensation as well as the existence of victimology in its settlement, by looking at the facts in Municipality of Local Government of Medan. This research has character of descriptive analysis respondents selected purposely amounting to 40 people that accidentally come into contact with project at location District of Mangga Subdistrict of Medan Tuntungan and three Managers of Company namely Victor Jaya Raya & Co.Ltd., Taman Malibu Indah & Co.Ltd., and Sinar Deli Indah & Co.Ltd. in Medan. the it The method of research done by circulation questionnaires completed by direct interview to respondents. Data obtained is analyzed so that describes the whole phenomenons, facts and aspects well as the law effect in the execution of land compensation and its connection with the exist of victim in process of land compensation above. The result of research indicates that the execution of land compensation in municipality of Medan observed from the law side is not suitable yet with the valid law procedur because the land release isn't done direct- ly by the company to the land owner, but it's done by the scalpers. Until the discussion which done with the society tends to the compulsion and intimidation besides that the compensation which received by the society isn't suitable yet with the local general price.
