Abstract

The Cooperatives and Micro, Small, and Medium-sized Enterprises Agency of Medan plays the roles of guiding, supervising, evaluating the implementation and duty report, as well as being prepared to resolve any dispute related to cooperatives. One of these roles, to resolve disputes related to cooperatives, is carried out through non-litigation resolution. It is provided in form of mediation to create reconciliation between supervisors as the structure in cooperatives. The research investigates how mediation carried out by the Cooperatives and Micro, Small, and Medium-sized Enterprises Agency is regulated in resolving the disputes in cooperatives, how the authority of the Cooperatives and Micro, Small, and Medium-sized Enterprises Agency of Medan is exercised in resolving the disputes between managers and members of cooperatives, and how about the efforts made by the the Cooperatives and Micro, Small, and Medium-sized Enterprises Agency of Medan to overcome the obstacles encountered in resolving the disputes in cooperatives. This normative juridical research uses primary and secondary data sources and

analyses the data qualitatively This research finds that mediation guided by the Cooperatives and Micro, Small, and Medium-sized Enterprises is regulated in Article 6 of the Law Number 30/1999 on Arbitration and Alternative Dispute Resolution. The Cooperatives and Micro, Small, and Medium-sized Enterprises Agency of Medan exercises its authority by conducting preliminary study on the core of the disputes. Their efforts in mediation to resolve the disputes between the managers and members of cooperatives are by studying enabling factors and inhibiting factors.
