dc.description.abstractThe need for housing in urban area increases rapidly in line with population growth. For inhabitant who can't afford a house, even a simple house, chooses to rent to meet his/her need for housing. The decrease of people income level cause housing affordability problem, and for those who rent a house is a most vulnerable group facing the problem. This study aim is to investigate tenant's characteristic of simple house in regards with housing affordability level at Rumah Susun Sukaramai - Medan. The quantitative method and descriptive analysis is deployed in this study. The quantitative method is applied to identify tenants housing affordability level using perspective outgoings to income ratio (OT/). Subsequently based on the housing affordability level, the tenant's characteristics are analyzed using descriptive approach, so that policy recommendations are formulated to address the housing affordability problem according to their characteristics. This study finds that tenants generally afford the simple house, such as flat type 21, type 36 and type 54. However, their housing affordability levels are decreased in line with the increase rent. Tenants of flat type 54 are very vulnerable to face housing affordability problems. Characteristics of these tenants pay the rent higher than other flat types tenants, their income are up to Rp 4.300.000 per month, the expense for housing is about forty percents of the monthly total expenditure. They generally feel more satisfied on the size and quality of the building flats compared to other types flat tenants. Moreover, they put a higher priority on access to public transport and public facilities than to workplace in choosing a house. Based on those conditions, simple flats in private rental sector are very potential to be developed to meet the housing needs of low-moderate income groups. Government thus has to pay attention to this sector as an alternative in providing houses for people, particularly for lowmoderate income groups.en_US
