dc.description.abstractThe employee's perfonnance is a primary factor for a organization to achieve its objectives. There are some factors that can influence the employee's performance, such as: Strategy and Organization Culture. By excellent strategy and strong organization culture, its expected that the employee's and perfonnance will improve in carrying out their duties. The cases in this research are how strategy and organization culture influence the employee's perfonnance at Dinas Penataan Ruang clan Pennukiman Propinsi Sumatera Utara in Medan, and which factor is the most dominant Besidez, the objectives of this research is to find out which factor is the most influencial on the employee's performance, to prove whether the change of strategy has improved the employee's performance as well as to know whether the application of the strategy and organization culture have the correlation with the role of the management. The theories used in the research are The Strategic Management Theory, The Organization Culture Theory and The Employee's Performance Theory there are have correlation with The Human Resource Management The approach of this research uses the survey method with quantitative characteristic. This research constitutes explanatory and all of variable is measured by likert scale. The technique to getting data uses the questionnaire and to do interview for 83 respondents. The method of analysis research shows that strategy and organization culture have positive influence on the employee's performance. The multiple linear regression for hypothesis test, F test and t test are use for the significant level 95%, a = 0,05. The detennination coefficient (R2 ) of regression results is 28,5% toward the employee's performance. Base on standardized coefficient, it's partially known that the organization culture has more dominant influence (5,515) compared to organization strategy (-0,313 ). Throught technique of Mc Nemar Test to analyu significance of each change on the second hypothesis, it's known the value x.2 caJc ( 0.16) < x2 table (2. 71 ), it means Ho is accepted. Through the Product Moment Correlation, it's known that value rcatc ( 0.658) > rrable (0.223), it means Ha is accepted. The conclusion of this research are the strategy and the organization culture have influence on the employee's performance simultaneously. The organization culture have dominant influence than strategy on employee's performance partially. the change of strategy and the organization culture haven't been any significant changes and improvement on the employee's performance. The application of strategy and the organization culture have a strong correlation with the role of management.en_US
