dc.description.abstractThe performance of the State Civil Apparatus (ASN) is the most important factor in the administration of the wheels of government so that the government continues to improve the performance of ASN resources. The challenge in improving the performance of ASN resources is increasingly complex, especially now that the world is facing the era of technological disruption until the emergence of the industrial revolution 4.0, so the purpose of this research is to find out how to improve performance through innovative work behavior. The antecedents of innovative work behavior in this study are transformational leadership, psychological empowerment, and affective commitment. This study uses a questionnaire as the main data collection tool from several selected areas. The number of samples in this study were 397 ASN. Analysis of the data used to process the data is descriptive statistics and Structural Equation Modeling (SEM) -PLS. The results of this study are: (1) transformational leadership style has a positive and significant effect on the innovative work behavior of local government ASN in North Sumatra Province; (2) psychological empowerment has a positive and significant effect on the innovative work behavior of local government ASN in North Sumatra Province; (3) affective commitment has a positive and significant effect on the innovative work behavior of local government civil servants in the province of North Sumatra; (5) Transformational leadership has a positive and significant effect on performance through the innovative work behavior of local government ASN in the province of North Sumatra; (6) Psychological empowerment has a positive and significant effect on performance through innovative work behavior of local government ASN in the province of North Sumatra; (7) Affective commitment has a positive and significant effect on performance through innovative work behavior of local government civil servants in the province of North Sumatra n; (8) Psychological empowerment has a positive and significant effect as a moderator on the relationship between transformational leadership and innovative work behavior of local government ASN in North Sumatra Province; (9) Affective commitment has a positive and significant effect as a moderator on the relationship between transformational leadership and innovative work behavior of local government ASN in North Sumatra Province; (9) Psychological empowerment and affective commitment have a positive and significant effect as a joint moderating variable on the relationship between transformational leadership and innovative work behavior of local government civil servants in the province of North Sumatra; (10) Innovative work behavior has a positive and significant effect on the performance of local government ASN in North Sumatra Provinceen_US
