This research attempts to describe the factors causing the low use of voting rights by the community in the 2020 Pematangsiantar Mayor and Deputy Mayor elections, especially in West Siantar District. Pematangsiantar City is one of the cities with the lowest participation rate in North Sumatra Province. Pematangsiantar City is ranked 3rd with the lowest voter turnout. This study uses qualitative research methods with descriptive analysis techniques. Methods of data collection through interviews and documentation techniques. The results of the study found that there were three factors causing why community participation in exercising their right to vote was low in Pematangsiantar City, namely: First, the factor of low public trust in the government of Pematangsiantar City. Second, the Socio-Economic Background Factor, in this case the work factor and because studying outside the city cannot be left behind so that many do not vote on election day. Third, Administrative Factors, that is, there are still "Silum Voters" recorded on the DPT in Pematangsiantar City. This is the factor that causes low voter turnout in Pematangsiantar City in the 2020 Pematangsiantar Mayor and Deputy Mayor Elections.
