dc.description.abstract | The City Without Slums Program (KOTAKU) is a program implemented nationally in 271 districts/cities in 34 provinces and one of them is Binjai City. Binjai City implemented the KOTAKU program in 2016. The purpose of this study was to find out and analyze how the implementation, supporting and inhibiting factors and community participation in the KOTAKU program in Binjai City. In this study, the research methodology used is a descriptive research method with a qualitative approach that focuses on the problems or phenomena that existed at the time the research was conducted. Data collection techniques were carried out by interviewing, observing and recording documents related to the implementation of the slum-free city program. The implementation of the KOTAKU program policy in Binjai City is seen from Merille S. Grindle's theory where the variables that determine the effectiveness of policy implementation are the content of the policy with indicators of related interests, types of benefits obtained, degree of change to be achieved, location of decision making, program implementers and the resources used, as well as through the policy context with indicators of the power, interests, programs or strategies of the actors involved, the characteristics of the institutions and regimes in power and the level of compliance and the response from the implementers. The results show that the policy content of the KOTAKU program related to the interests related to the policy have been met, the types of benefits obtained have been running optimally, the changes to be achieved have been fulfilled by seeing the decrease in the area of slum areas in Binjai City by 30%, while the policy context such as sources of the resources used are still lacking, the strategies made are still minimal, and the response from the implementers is minimal regarding the KOTAKU program in Binjai City. | en_US |
