Sistem Penyelenggaraan Pemerintahan Gampong Berdasarkan Kearifan Lokal di Kota Langsa

Abstract

State recognition regarding regional specialties and characteristics of Aceh is proven through the Ratification of Law Number I I /2006 on Aceh Government (UUPA). The implementation of the law provides broad authority for the Aceh government in the form of special autonomy to administer and manage their household. One of the important foundations granted through this special autonomy is the implementation of Islamic Sharia which cannot be separated from the Aceh government system because it is the "spirit" of local wisdom. The implementation of Islamic Sharia entirely without exception (kaffah) is one of the missions conducted to manifest the vision of Langsa Municipal Government so it is necessary to start from the lowest level of government (village /gampong). The research aims to find out and analyze the implementation of gampong government system based on local wisdom and the obstacles in the city of Langsa. Descriptive research is employed in this research using a qualitative approach. Data are collected through observation, interviews, and documentation. Based on the research result, it is obtained that Langsa municipal government has implemented Islamic principles in all government structure including the gampong government structure. It is proven by the issuance of Qanun Kata Langsa (the law of Langsa Municipality) Number 5 of2020 on Gampong government which is the revision of the previous Qanun. Values of local wisdom are also applied to resolve disputes occurring in society. Islamic sharia values are implemented along with principles of hisbah (Islamic doctrine). Based on the result of observation, the obstacles encountered during the implementation of Islamic sharia in the gampong government of the city of Langsa are the society's lacks of knowledge in terms of Islamic sharia, the inexistence of qanunlresam gampong to resolve the problems regarding the violation of Islamic sharia and society's lack of support in implementing the Islamic sharia.
