This aims at analyzing the communication strategy of North Sumatera Provincial Police Public Relation to build the image of police in North Sumatera, Indonesia It carries out relevant theories such as the communication theory, organization communication, image, public relation and intercultural communication. This qualitative research employs phenomenological approach The Head of Public Relation Division, the Head of the Public Information sub-sector, and the Head of the Multimedia sub-sector serves as the respondents for this research. The findings of the research indicate that the communication strategy of the Public Relation Division of North Sumatera Provincial Police focuses on the use of media, such as online media, social media, or printed media. The communication strategy implemented has gone through the planning and execution steps. It is found that the Public Relation of North Sumatera Provincial Police has completed the planning and execution steps such as reviewing, understanding the objectives and audiences. designing the message, basket. channels, resources, timing, brand, and feedback The willingness of the North Sumatera Provincial Police Force to provide training and coaching for personnel. technological support, and collaboration with other institutions and society have been identified as effective factors in the Provincial Police Force's communication strategy to build the image of police. The public, on the other hand, believe that the communication strategy implemented by the Public Relations of North Sumatera Provincial Police to improve police image is ineffective
