Development activities in urban areas continue to experience an increase due to an increase in population each year, this has resulted in changes in land cover in urban areas, one of which is the Upper Medan City which includes 7 sub-districts, namely Medan Amplas District, Medan Baru, Medan Johor, Medan Maimun, Medan Polonia, Medan Selayang, Medan Tuntungan. This study aims to identify and analyze changes in land cover that have occurred over several years in the Upper Medan City. This research was conducted from March to August 2022. Using Landsat 5 and 8 imagery, the guided classification method and Kappa accuracy test were carried out. From the identification results found 5 classes of land cover, namely water bodies, mixed gardens, open land, settlements, and shrubs. Based on the research results, it was found that the total area of the research area was 8,614.08 Ha. From 2005 to 2019 there has been a decrease in the largest area of mixed garden land cover of 2,341.49 Ha (27.18 %) and an increase in settlements of 2,524.55 Ha (29.31 %). This is caused by the conversion of vegetated land into built-up areas in urban areas. So the need for good and sustainable urban governance.
