This research is a study entitled partnership system as an alternative for the same-sex marriage in Japan by taking same-sex couples in Nakano, Tokyo cases. The aim of this research was to describe the phenomenon of same-sex couples in Japan and the impact of partnership system, a system enacted by local governments for same-sex couples in Japan. The development of globalization encourages the spread of technology and knowledge, including the recognition of same-sex marriage idea. Taiwan became the first country in Asia that legalize same-sex marriage. Currently, Japan is a country that is expected to its development in marriage equality. One of Japan's developments regarding marriage equality is a partnership system (pātonāshippuseido) introduced by Shibuya and Setagaya governments in certificate and card form, which became wider in 240 cities and districts (as of September 2022). A qualitative approach with a descriptive method was utilized in this research. The theory of this study was phenomenology theory, to describe data of analysis, and social psychology theory, to analyze the motivation of same-sex couples to apply this system. This research discloses that same-sex couples who apply for partnership systems interpret this as an expression of a committed relationship. This marriage alternative can be a reason for same-sex couples to explain their relationship to others. Furthermore, the benefits of partnership system obtained from local governments can treat same-sex couples as married couples in general. Such as they can be treated as married couples when hospital visits and get a right to surgery approval. Same-sex couples also can move to public housing and municipality housing.
