Based on Article 1 Number 32 of the Criminal Procedure Code, a convicted
person is a person who is convicted based on a court decision who has obtained
permanent legal force. The convict who will be executed in each correctional facility
must be registered so that later the registration will change the status of the convicted
person to become a convict as mandated in Article 10 paragraph (1) and paragraph
(2) of Law Number 12 of 1995 concerning Corrections. Prisoners based on Article 1
number 7 of Law Number 12 of 1995 are convicts who have served a sentence of lost
independence in a correctional facility. Correctional Institution, hereinafter referred
to as LAPAS, is a place to carry out the development of prisoners and Correctional
Students.
The causes of overcrowded occurrence, obstacles and efforts in the
implementation of coaching prisoners in the Class II A Prison in Pancur Batu
increase the number of crimes that are inconsistent with the number of prisoners
released from prison, applicable criminal regulations, inadequate places and
facilities at Pancur Batu Class II Prison and there is no relationship pattern between
law enforcers that is not optimal.
The implementation of prison sentences that cause overcrowded in prisons
in a human rights perspective is a phenomenon that cannot be separated from the
criminal justice system in force in Indonesia. In the aspect of human rights, the
development of prisoners does not violate human rights.However, with the
Overcrowded problem, the implementation of training for prisoners in prisons does
not run optimally so that the rights of prisoners are quite difficult to obtain and are
not effectively realized. Thus, the development of these prisoners cannot be
eliminated to provide an aspect of protection to the community
