| dc.description.abstract | The implementation of regional development is highly depending on local
revenue and the governmental management of the area. In order to implement
sustainable development, the local government needs to be able to requisition as
optimally as possible soarces offinancial resources, such as tffies, retribution, ar
duties which are sources of revenue. Parking tu is local tm. In Revenue from
parking tm from 2010 to 2014 has not been able to resch the target, whereas the
number of taxable tncreases each year- Iftfs is the background of this research.
This research methods is o descriptive research. Data collecting techniques used in
this reseqrch are by document research, interviews and quisonnair. The analysis
result shows that in measuring effectivity of organization, based on analyis af 75
(seven) S Theory Mc Kinsey, Department of Local Reyenue Medan City is still not
ffictive as the stnrcture and staff, The obstacles to Department of Local Revenue
Medan City in collecting parking tm is from the inside and outside. Result of the
research is suggested in order to revise their Peraturan Walikota Medan No-
1/2010 about the duties andfunctions of Department of Local Revenue MedanCity.
This is becouse the current duties and functions in Department of Local Revenue
Medan City was not in accordance with the organization structure Department of
Local Revenue Medan City. Needed awareness of all employees in improvingwork
disctpline . Necessary create Servtce Standards for the parking tm collection
process in particular. And necessary proviston reward to parking t@€payer obedient
tru. By the provision of this rewards, it is haped that all texcpoyers will racing to
