Evaluasi Penerapan Standar Nasional Perpustakaan (SNP) 8:2017 pada Perpustakaan Kabupaten Humbang Hasundutan

Abstract

This research was conducted to measure the extent to which the Library National Standard (SNP) 8:2017 was implemented at the Library District Humbang Hasundutan. The method used in this study is a mixed method, namely qualitative and quantitative research. Data collection techniques carried out using interview techniques, observation, and documentation. Determination of data sources is done by purposive sampling technique. The results of the study show that the implementation of the 6 indicators of SNP 8:2017 has not been fully implemented. Collection standards that have been implemented cover the needs of library collections, collection updates, management of library materials, and collection preservation. As for the type, number of collections, collection development and budget are not in accordance with the standards. Standard facilities and infrastructure that have been implemented include the location of the library, library space, furniture and library equipment. while the building area, building facilities, information access facilities are not up to standard. Library service standards that have been implemented include types of services, hours of service, cooperation, and circulation per capita of the library, while membership, visits and user satisfaction are not up to standard. The standards for library staff that have been implemented include the qualifications of technical staff and the number of staff in the library, while the qualifications of the head of the library and librarians are not up to standard. The library management standards that have been implemented include library management and the position of the head of the library, while the organizational structure of the library as a whole does not refer to the regulations that have been set. Library management standards that have been implemented include planning, implementation, supervision, reporting and budgeting, while the flow of supervision and reporting flow that should be carried out by the head of the library is not in accordance with national library standards. The implementation of the Library National Standard (SNP) 8:2017 at the Library District Humbang Hasundutan is not fully in accordance with SNP 8:2017, of the 67 standard items in SNP 8:2017, 46 items (69%) have been implemented by the Library District Humbang Hasundutan. Meanwhile, 21 items (31%) were not in accordance with the Library National Standard 8:2017.
