    Abstract
    Tourism Service is a way carried out by a person or individual in meeting the needs of their guests by pouring out all their abilities, feelings and skills possessed so that the goal is achieved, namely obtaining satisfaction felt by the people they serve. Every tourism object strives to provide the best service with adequate facilities to tourists so that they are satisfied with tourist facilities, access to these destinations and the attractions of the tourists visited. Lake Toba, as one of the leading tourist destinations designated as the KSPN (National Tourism Strategic Area) area requires every area that is a tourist destination to provide satisfactory service. One of the areas adjacent to the waters of Lake Toba is the Tourist Destination in Haranggaol Horison. This study aims to understand how tourism services in the development of Tourism in Haranggaol Horison, Simalungun Regency and obstacles in tourism services in the development of Tourist Destinations in Haranggaol Horison. This research was studied from the aspects of Tangibles, Reliability, Responsiveness, Assurance and Empathy. This research uses a qualitative approach with interview, observation and documentation data collection techniques carried out at the Simalungun Regency Tourism and Culture Office and at the Research Object, in Haranggaol Horison. The research informants consisted of the Head of Tourism Product Development, Head of Facilities and Infrastructure, Adyatama of Tourism and Creative Economy, Business actors, Pokdarwis and Tourists. The Tourism and Culture Office of Simalungun Regency as the organizer of tourism services in Haranggaol Horison Tourist Destinations, in terms of aspects of tourist facilities, ease of access and attractions still needs to be addressed to attract tourists. Information panels, tourist facilities, suggestion complaint boxes, socialization, training and coaching to business actors in providing maximum service to entrepreneurs are still considered lacking. Tourism services in the development of tourism in Haranggaol Horison, which aims to attract a larger number of tourists, need to be evaluated to see the needs of tourists.
