Concerning the limited availability of land, urban road construction which needs people's land generally hampers its development because of land acquisition process. The most dominant issues in the development of roads in Medan. particularly the construction of Jamin Ginting flyover, Medan, is land acquisition problem which significantly has the impact on road construction financing, work schedule, and road physical design. It is not solely a technical issue, but also closely related to the non-technical problems such as social, cultural and economic ones Therefore, it cannot be solved by merely referring to the engineering disciplines but also to the influence of public participation (involvement) in the smoothness of the process of land acquisition. The objective of the study was to find out the level of public participation in land acquisition and some factors that influence public participation in the process of land acquisition for the construction of Jamin Ginting flyover, Medan.
The study was a field research which was aimed to find out problems and to obtain information and data available at the sites. A survey was conducted through interviews with local people to get information about public participation in the process of land acquisition for the construction of the flyover. The data were processed by conducting frequency distribution and cross tabulations, associated with literature study
The conclusion of the research was that the level of public participation in the process of land acquisition for the construction of Jamin Ginting flyover at the level of therapy which was the lowest level (non-participant) in which people were only asked to participate without being given the authority to refuse or to give advice, and without knowing the benefit for them. At this level, the government is attempting to change people' mindset by making various programs and of them was a therapeutic healing process for patients. Although people involved in the activity, despite the fact that these activities more beneficial for the government rather than for the people Based on testing of the level of public participation with their socio-economic condition, it was found that their participation was influenced by gender, age education, income and livelihood.
