Hambatan Penggunaan Kondom Wanita Pada Wanita Penjaja Seks (WPS) Di Kecamatan Girsang Sipangan Bolon Parapat Kabupaten Simalungun Tahun 2016

Abstract

One of major factors spreading of the HIV epidemic in the region is the high prevalence of HIV of Wanita Penjaja Seks /WPS (female prostitutes) where they have the risk 14 times higher to be infected by HIV than the common people with the same age among general population, so that they have to protect and maintain their reproduction health of by using female condom. Parapat City is a tourist destination which have that high mobility and economic activities that create many business practice one them is prostitution business. The research objective is to find out the constraint of using female condom by WPS as the target of socialization of the female condoms by KPAD (the Regional AIDS Commission). The research uses the qualitative research methods and in depth interview. The snowball sampling technique is used to determine the informants. They are 3 WPS and 2 key informants, namely one from KPAD and a pimps (mucikari). There are any internal constraint from the WPS, and neither is from the innovation of the products. The female condom is used only if the client refuses to use the male condoms without any prior acknowledgement. The external of WPS, that KPAD does not provide the female condoms so that since 2016 they no longer used the female condom. It is suggested that the Government through KPAD take care of the women's reproduction health by providing and facilitating the supply of female condoms free enough and if possible the female condom be subsidized that they are inexpensively sold like the male condoms. Information about the female condoms is passed not only to WPS, but also to all the productive-aged women.

Salah satu faktor utama dalam penyebaran epidemi HIV di suatu wilayah adalah tingginya prevalensi HIV pada Wanita Penjaja Seks (WPS), dimana WPS memiliki resiko 14 kali lebih tinggi terinfeksi HIV dari usia yang sama pada populasi umum sehingga WPS harus melindungi dan menjaga kesehatan reproduksinya dengan menggunakan kondom wanita. Kota Parapat adalah daerah wisata yang memiliki mobilitas dan aktifitas ekonomi yang tinggi sehingga muncullah praktek-praktek bisnis salah satunya bisnis prostitusi.Adapun tujuan penelitian adalah untuk mengetahui hambatan penggunaan kondom wanita pada WPS yang merupakan sasaran sosialisasi kondom wanita oleh Komisi Penanggulangan AIDS Daerah (KPAD). Penelitian ini menggunakan metode penelitian kualitatif dengan wawancara mendalam.Penentuan informan dengan teknik snowball sampling. Adapun jumlah informan biasa adalah 3 orang WPS dan 2 informan kunci yaitu dari KPAD dan mucikari. Tidak terdapat hambatan internal WPS, begitu juga dari produk inovasi tersebut. Kondom wanita digunakan kalau klien menolak menggunakan kondom laki-laki tanpa sepengetahuan klien. Adapun yang menjadi hambatan eksternal WPS yaitu tidak adanya ketersediaan kondom wanita oleh KPAD, sehingga sejak 2016 WPS tidak lagi menggunakan kondom wanita. Hambatan penggunaan kondom wanita adalah pada ketersediaan dan pendistribusian kondom wanita dari KPAD, sehingga WPS saat ini tidak lagi menggunakan kondom wanita. Pemerintah melalui KPAD agar memperhatikan kesehatan reproduksi wanita dengan menyediakan dan memudahkan pasokan kondom wanita gratis yang cukup dan jika memungkinkan kondom wanita disubsidi sehingga dijual dengan harga murah seperti kondom laki-laki dan informasi mengenai kondom wanita tidak hanya kepada WPS, melainkan juga kepada seluruh wanita usia produktif.
